Recent SCEDC Board Retreat Strengthen Governance and Community Engagement

Effective economic development organizations require coordinated governance. For SCEDC, board leadership directly influences business growth, site selection, workforce development, and other elements driving long-term investment.
At our recent Board Retreat, SCEDC used a structured approach to enhance governance performance, board engagement, and staff alignment. Led by Todd Linden of Linden Consulting Inc. and governWell™, the retreat began a comprehensive process to strengthen board operations and decision-making.
The Retreat Focused on Governance Discipline and Alignment
The purpose of the retreat extended beyond a single workshop. SCEDC engaged in a full governance review process that included candid board member interviews, a confidential self-assessment using governWell™, and a half-day educational session tailored based on the interviews and self-assessments.
Prior to the workshop, Todd Linden conducted individual and small-group interviews with board members, as well as a session with SCEDC’s leadership team. These conversations provided specific feedback about board performance, expectations, and opportunities for improvement.
Board members also completed a confidential online self-assessment through governWell™.
The assessment evaluated seven key categories, including:
- Mission and values alignment
- Strategic leadership
- Financial oversight
- Community relationships
- Board roles and responsibilities
- Effectiveness
- Board meeting structure
The results provided measurable insight into strengths and gaps, supported by board-level analytics and recommendations.
During the half-day workshop, board members reviewed findings and participated in Governance 101 and Governance 201 sessions. Discussions covered governance fundamentals, stakeholder relationships, and practical strategies to improve collaboration between the board and executive leadership.
The Board Clarified Roles and Raised Expectations
A key outcome of the retreat was clarity. Every board member reviewed SCEDC’s mission and core values and discussed what it means to serve effectively. Through a self-assessment activity titled “What Shape Are You and Why Do You Serve,” members examined their motivations, communication styles, and responsibilities.
The retreat emphasized that board service requires active participation. Members discussed expectations for meeting preparation, community presence, and engagement at local events. The group also reorganized board agendas to prioritize significant issues and allow time for thoughtful discussion.
By defining clear expectations and reinforcing accountability, SCEDC strengthened its foundation for consistent and informed decision-making.

The Process Supports Stronger Community Outcomes
Effective governance improves economic development outcomes. An engaged and responsible board brings greater discipline and focus.
Through interviews and assessment results, SCEDC gained perspectives from diverse community representatives. The retreat prompted board members to expand stakeholder relationships and increase community visibility.
The governance action plan developed from this process will guide the next steps, including performance evaluation, improved communication, and stronger collaboration between the board and staff. The goal is straightforward: improve decision-making and advance long-term impact for Steuben County.
